I'm not sure how to say this without sounding mean, because I'm not trying to be, but Chi-Chi comes off as incredibly bland. I don't know her canon, but from how I've seen you describe her, it seems like her very interesting parts are said -about- her more than they're shown in what she actually says and does. I hate to rely on a tired, old cliche, but maybe try to show more instead of telling?
